REGULATING DISTRICT TO CAP PERMIT FEES UNTIL 2010 On Monday, May 8, 2006, at the meeting of the Board of the Hudson River - Black River Regulating District, the Board passed a motion to cap permit fees for budget years July 1, 2006 through June 30, 2009. “The Board felt that capping the access permit fees for our next three-year budget cycle is the appropriate thing to do,” stated Glenn A. LaFave, Executive Director of the Regulating District. Currently, we are conducting a very public revision of our rules and regulations of the permit system at the Great Sacandaga Lake. We have hired an independent consultant, Saratoga Associates, to formulate a methodology to calculate permit fees based on the cost of the permit system. Although the Board hopes to receive a presentation on this methodology at the June 2006 Board meeting, we will need to implement the methodology to collect data regarding the costs of the permit system over the next years. By the time we implement the budget for July 1, 2009 to June 30, 2012, we will have an actual cost of the permit system and a schedule for the permit fees. At that time, as the permit fees will have been frozen for nine years, considering increasing costs in general, we anticipate the permit fees beginning calendar year 2010 will be higher than those today which were established in 2000.
As the rulemaking continues through the end of this year, rules other than permit fees, including permit eligibility, are expected to be instituted in January 2007. More information regarding the rules revision process can be found on the Regulating District’s website at:
