REGULATING DISTRICT SCHEDULES PUBLIC MEETINGS FOR PERMIT SYSTEM RULES The Hudson River - Black River Regulating District has scheduled two meetings to gather public input regarding the revised rules for the permit system at Great Sacandaga Lake. The meetings are scheduled for Wednesdays, August 2 and 23, 2006 from 6:30 PM to 8:30 PM in the auditorium of the Northville Central School, 131 South Third Street, Northville, New York.
“During the past winter and spring, the Regulating District conducted five outreach meetings to gather public comments regarding the permit system rules.” stated Glenn A. LaFave, Executive Director. “Using the public input from these meetings, written public comments and recommendations from independent consultant Saratoga Associates, draft rules have been prepared. Our plan is to hold this second round of public meetings to seek input on the draft rules during the summer months, so it will be more convenient for Great Sacandaga Lake permit holders to participate.”
At the July 10, 2006 board meeting, the Regulating District Board passed a motion to submit the draft rules to the Governor’s Office of Regulatory Reform (GORR). This begins the Executive Order 20 process which mandates the review requirements for new and revised regulations of New York State agencies. The Regulating District plans to post the draft rules on their website at http://www.hrbrrd.com/gslpermitsystem.html at least ten days prior to the first summer meeting.
Tentatively, the Regulating District hopes to complete the rules revision process by the end of this year so the revised rules can be implemented in 2007, with the exception of permit system fees which have been capped until 2010.
