REGULATING DISTRICT EXTENDS PERMIT SYSTEM RULEMAKING PROCESS Additional Time Allows for Increased Public Input The Hudson River - Black River Regulating District announced that the process of gathering public input regarding the revised rules for the permit system at Great Sacandaga Lake has been extended.  “Initially, the Board planned to approve the proposed rules this December for implementation in 2007.  Instead, we now plan to continue the rulemaking process through next year,” stated Glenn A. LaFave, Executive Director.  “Many legislators, local leaders and interested stakeholders have asked us to slow down the rulemaking process to provide them with more time to ask questions and submit public comments.  We have responded to these requests.  At the earliest, the Regulating District will implement the revised rules a year later in 2008, with the exception of permit system fees which have been capped until 2010.”

“When we began this rule revision process, one goal was to hold public meetings to seek input on the draft rules during the summer months, so Great Sacandaga Lake permit holders could easily participate. ” stated Mr. LaFave. “We have been asked by seasonal residents to continue holding public meetings when all permit holders can attend the meetings.  After our scheduled meetings on August 23 and September 6, 2006, we plan to hold off on public meetings until next summer.” 

The August 23 and September 6 meetings will be held from 6:30 PM to 8:30 PM in the auditorium of the Northville Central School, 131 South Third Street, Northville, New York.  The public is encouraged to attend these meetings to ask questions and express their views on the draft regulations. 

The Regulating District has posted the agenda for next two public meetings and the draft rules on its website at http://www.hrbrrd.com/draftrules.html.  This web page also contains a public comment form for people who wish to submit written comments.  Copies of the draft rules can be obtained at the District’s Sacandaga and Albany offices.
