Proposed Rules for the Permit System at Great Sacandaga Lake

Mayfield, NY - The Hudson River - Black River Regulating District announced that the Rulemaking for the Great Sacandaga Lake Permit System’s Proposed Rules has been published in the New York State Register and can be viewed at http://www.dos.state.ny.us/info/register/2008/jun11/pdfs/rules.pdf on page 10.
Last year, the Regulating District Board developed Proposed Rules which were finalized and approved for submission to the Governor’s Office of Regulatory Reform (GORR) on September 27, 2007. On May 5th of this year GORR authorized submission of the rulemaking to the Department of State for publication.
“The public comment period will begin today, June 11, 2008, and will end on July 30, 2008,” stated Glenn A. LaFave, Executive Director. The notice, published in the New York State Register, indicates that the Proposed Rules are posted on the Regulating District’s website.”
The Regulating District has tentatively scheduled a special Board meeting for August 11, 2008 at the Northville Central School to consider the public comments. “As there was no Board meeting scheduled for August, the Regulating District Board scheduled a Special meeting in Northville for the convenience of the Great Sacandaga Lake stakeholders,” stated Mr. LaFave. The Board could adopt the rules at their September 8 Board meeting. Then the Regulating District will forward the Proposed Rules to the Department of Environmental Conservation (DEC) for review and approval. After DEC approval, the new rules could be implemented in 2009, with the exception of permit system fees which have been capped until 2010.

Copies of these Proposed Rules and Public Comment Forms are available at the Regulating District’s Albany and Sacandaga (Mayfield) offices.
